Overview

nThrive requires a Data Governance Manager to lead and manage all organization-wide data governance activities. The Data Governance Manager will have responsibility for improving the quality and managing the protection of sensitive data and information assets. The position will initially focus on the implementation of a consistent de-identification methodology and later expand to focus on developing an enterprise data governance framework to include data use policies, standards and practices.

 

The Data Governance Manager serves as a point of escalation for data governance, data quality and data protection issues. The Data Governance Manager will work closely with business and functional leaders, including Legal, GRC and Information Security, to improve the quality and value of core data assets, respond to regulatory protection requirements as well as support the strategic requirements of the department. Potential opportunity to manage a team of analysts and a de-identification manager.

Responsibilities

  • Oversee and implement a de-identification methodology for nThrive’s data assets that incorporates generally acceptable practices such as the HITRUST de-identification framework for protected health information.
  • Manage and prioritize secondary data use requests to validate that each project follows the agreed upon methodology and is appropriately approved by the Data Governance Oversight Committee
  • Establish and govern an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities
  • Roll out an enterprise wide data governance framework, with a focus on improvement of data quality and the protection of sensitive data in compliance with Information Security policies through modifications to organization behavior, standards, principles, governance metrics, processes, related tools and data architecture
  • Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the company’s principal information assets
  • Serve as a liaison between business and functional areas and technology to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning
  • Develop and maintain the inventory of enterprise information maps, including authoritative systems and owners
  • Facilitate the development and implementation of data quality standards, data use/protection standards and promote adoption requirements across the enterprise
  • Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles, responsibilities and adoption requirements
  • Communicate milestones, challenges and strategy recommendations with the Data Governance Oversight Committee. Provide updates to the Data Governance Roadmap
  • Coordinate with external data sources to eliminate redundancy and streamline the expense related to those services
  • Review new business opportunities pertaining to the use of information assets and make recommendations to the Data Governance Oversight Committee on the impact to the organization

Qualifications

  • Minimum of 3 years of experience in a major services organization, with large-scale data project management and oversight experience.
  • Familiarity with HITRUST De-Identification Framework or similar de-identification methodology.
  • Preference if candidate has already completed coursework and testing to become a HITRUST Certified De-Identification Associate or HITRUST Certified De-Identification Professional.
  • Knowledge of healthcare industry leading data quality and data protection management practices
  • Knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection.
  • Knowledge of data related HIPAA/HITRUST requirements and emerging trends and issues.
  • Demonstrated consulting skills, with change management concepts and strategies, including communication, culture change and performance measurement system design.
  • Knowledge of risk data architecture and technology solutions.
  • Internally and externally recognized subject matter expert that has influenced the way things are done.
